Cheshire West and Chester Council (CWAC) has come under relentless fire for its catastrophic mismanagement of the region’s highways. A deepening pothole crisis, crumbling pavements, and blocked gullies have turned roads into hazard zones for motorists and pedestrians alike. The local Conservative group has condemned the council’s slow response times and failed maintenance efforts, highlighting that despite proposals for additional highway funding, the ruling administration rejected them, leaving infrastructure to rot.
Faced with growing public anger, CWAC has admitted that road conditions are deteriorating but blames budget limitations for its failure to keep up with essential maintenance. Instead of implementing meaningful solutions, the council has adopted a so-called "asset management approach"—a euphemism for rationing repairs and prioritizing some roads while others are left to crumble beyond recognition.
In December 2022, CWAC awarded a £300 million, 15-year highways contract to Colas Ltd to maintain 2,300km of roads and structures. Yet, despite this massive investment, public frustration remains at an all-time high. Residents see little improvement, while road conditions continue to deteriorate. The council’s attempts at damage control have failed to address the core issue: their inability to deliver safe, well-maintained roads.
